If I have a wac climate file, is it possible to create a Hygrothermal Reference Year from them according to BS 5250?

that depends on the data you have. For hygrothermal reference years normally measured data of about 10 years for all parameters are needed.
If these are included in the wac, you might be able to generate a hygrothermal reference year out of that. As far as I know, there is no automatic procedure for that. The files can be created according to BS EN ISO 15927-4 for example.
