20% moisture content

When we say that 20% moisture content by mass is the danger point for rot in timber or in wood-based materials, does that mean liquid (condensed) water, or just moisture as vapour?

I have OSB which remains well below dew point but whose water content often approaches 20%. If that moisture content went over 20% for long periods, but stayed below dew point, should I then worry?
